To understand the effects of COVID-19 and political instability on Myanmar’s crop trading sector, a telephone survey of commodity traders was conducted in March 2022 among an expanded sample of 456 traders in 14 States and regions.

Main findings

• More than 90 percent of traders reported increased transportation costs, up 74 percent on average over the past year, due to fuel prices rising 168 percent. Increases in transportation costs have been compounded by curfews and checkpoints related to the security situation. As a result, 30% of traders found it difficult to contract transport services.

• Compared to the same period last year, agricultural prices increased for corn (78%), pulses (41% to 55%) and oilseeds (27% to 32%) due to demand for export and depreciation of the Myanmar kyat. This will provide incentives to farmers in the dry zone and hilly/mountainous areas. Paddy prices at the end of March increased to a lesser extent (23%), not enough to offset increases in the cost of chemical fertilizers (which are expected to increase by 50% in the upcoming monsoon season) and mechanization services.

• Higher gate prices combined with slightly increased trading volumes imply higher working capital requirements for traders. Only a small proportion have increased their loan balance given the uncertainty about the duration of repayment.

• Consumer prices will continue to rise sharply due to rising producer prices and transportation costs. Vegetable oil prices will be very high due to the combination of the Ukrainian conflict and the Indonesian palm oil export ban. Chickpea price increases limit the possibilities for poor consumers to maintain their protein intake by replacing meat and eggs with legumes. The majority of households in Myanmar are now vulnerable to protein deficiency and the majority of children to vitamin A deficiency.

• The March 2022 round of surveys took place before the implementation of the new foreign exchange restrictions, requiring exporters to convert all foreign exchange receipts into Myanmar kyat within 24 hours at the official rate. The difference between the official rate and the parallel market rate is effectively an export tax that will be passed on to farmers, reducing their profitability. This can be avoided by allowing agricultural exporters to maintain accounts in foreign currencies.

Quantum computing company D-Wave Systems has announced the availability of an Advantage quantum computer accessible via the cloud but physically located in the United States, a key step in selling quantum services to US customers.

D-Wave said the newly deployed system is the first in its line of Advantage quantum computers available through its quantum cloud service Leap which is physically located in the United States, rather than operating from D-Wave’s facilities in British Columbia.

The new system is based at the University of Southern California, as part of the USC-Lockheed Martin Quantum Computing Center housed at USC’s Institute for Information Science, a factor that may encourage organizations Americans interested in evaluating quantum computing who are likely to want assurance of access to facilities based in the same country.

“This is an important time for our US-based customers who want their Leap cloud access to the brand new Advantage system and quantum hybrid solver service to be in the region,” said D-Wave CEO Alan Baratz, in a statement.

The Quantum Advantage system was built around a new processor architecture, according to D-Wave. This includes more than 5,000 qubits and 15-lane qubit connectivity, which the company says allows it to solve larger and more complex business problems than previous D-Wave systems.

Like the existing D-Wave kit, this one is based on quantum annealing technology rather than the quantum gate approach followed by other companies, such as IBM. Quantum annealing is good for optimization problems, but some experts consider such systems to be less flexible than those based on quantum gates. D-Wave is also developing its own quantum gate technology.

However, D-Wave said its customers have already developed hundreds of early quantum applications using its quantum annealing systems, in areas including financial modeling, flight planning and quantum chemical simulation. .

With the Advantage system, users of D-Wave’s Leap cloud service will be able to access the quantum computer in real time, the company said. Leap also gives researchers, governments, and businesses access to a variety of hybrid quantum-classical programming tools and resources.

D-Wave also said the US-based Advantage system will be available for use in Amazon Braket, the fully managed quantum computing service offered through AWS.

IDC previously forecasted the global quantum computing market to reach $8.6 billion by 2027, up from just $412 million in 2020. ®

Alameda County’s Santa Rita Jail, run by Sheriff Gregory Ahern, has been the target of several lawsuits over prison conditions and has had the highest number of in-custody deaths in Northern California: at least 58. in detention since 2014, including 19 suicides.

We bring up the names of the last two dead in Santa Rita – Marcos Garibay and Larry Roberson. Their families are among many people who received conflicting and incomplete information about their deaths from the sheriff.

A protest is scheduled for Tuesday, May 24 at 11:30 a.m. at the Board of Supervisors on Oak and 12th Street in Oakland to protest a prison culture of death and this dysfunctional incarceration system. Join us in our call to responsibility.

The US Department of Justice recently found that our county jail violated constitutional rights and subjected the 40% of people in custody who need mental health services to “unlawful harm.”

The sheriff also evaded a county ban on local law enforcement collaborating with ICE.

The county continues to bleed millions of taxpayer dollars in settlements and legal fees for this mismanagement — the most recent costing more than $300 million. The Alameda County Sheriff’s Department needs a major transformative intervention.

Assembly Bill 1185, recently enacted by the California State Legislature, authorizes civilian oversight boards and a full-time Inspector General with subpoena power to investigate sheriff’s departments and jails. Our communities can obtain accountability for the sheriff’s brutal practices and help supervisors exercise their legal and fiscal authority to oversee this county department.

Sopath Mey, speaking on behalf of his Cambodian immigrant family, told us about the medical crisis and death of his cousin Soto in Santa Rita in January 2020:

“To this day, we do not understand how he died in jail and sheriff’s custody. Did he receive the medical care he needed? …Our family has no resources for an inquest… The sheriff is also the coroner, which raises serious questions. Independent oversight without conflict of interest could tell us what happened so we can have peace of mind.

A sheriff’s watch coalition initiated by Faith In Action East Bay and the Oakland Coalition for Police Accountability, including dozens of organizations and clergy from various faiths – ACLU of Northern California, Alameda County Public Health Commission, SEIU Local 1021, Oakland Education Association, Brotherhood of Elders, The National Institute for Criminal Justice Reform, and in close collaboration with the League of Women Voters – researched the essential principles of effective independent civilian oversight:

  • An open and transparent community selection committee process to create a representative board of oversight isolated from politics and sheriff influence.
  • Legal adviser to a civilian Board of Supervisors and fully independent Inspector General of County Council Conflicts of Interest representing the Sheriff in proceedings against the County.
  • A dedicated funding stream to ensure an adequate staff of investigators working with an experienced full-time Inspector General.
  • Access to records and testimony, regular public meetings, and reports to the community and Board of Overseers (BOS.)
  • Elected officials – including the sheriff – must be held accountable. A civilian oversight with subpoena power can conduct independent investigations and recommend necessary changes to the oversight board – which has the ultimate power to budget taxpayers’ money.

Working with a full-time Inspector General, they will investigate deaths in prison, prison conditions, the conduct of sheriff’s deputies, and can help identify alternatives to the county’s current cruel and costly mass incarceration for people with mental health problems.

We must align sheriff’s operations with constitutional law enforcement, our community’s ethical values, and public trust.

Veneri, who is currently finishing his studies at the University of San Diego, will join uh as a graduate student in marine biology. Work with Hawaii Assistant teacher-researcher at the Institute of Marine Biology Elizabeth MadinVeneri will examine the distribution of native corals and invasive algal species and determine how human-induced runoff will affect the spatial distribution of competing species.

“Preserving native ecosystems through conservation research and restoration has always been the most important part of my studies,” Veneri said. “Take the graduate program in marine biology with the help of the Hauʻoli The Mau Loa Foundation Graduate Studies Assistant will allow me to combine my undergraduate degree in Environmental and Ocean Sciences with my love and responsibility for Hawaii ecosystems”.

WASHINGTON – The British Army plans to upgrade its M270A2 multiple launch surface-to-surface rocket system in the coming months. Lockheed Martin will supply new engines, improved armored cabins and a common fire control system, as well as improved transmissions and modernized system components.

Upgrading Britain’s missile systems will cost around $224 million, and the money was committed at the time of award. As required, Lockheed Martin is expected to complete all upgrade work on the M270 MLRS by early Q2 2026.

The Royal Artillery has a total of 42 units of the M270 MLRS, which has already been upgraded from M270B1 to M270A1. This happened in 2015. Future upgrades to the M270A2 level will be made at Lockheed Martin facilities in Arizona and Texas.

About the M270 MLRS

If used by Lockheed Martin Precision Strike Missile [PsM] M270 MLRS hits up to 499 km.

The M270 MLRS is powered by a Commins diesel engine. It provides the rocket launcher with 500 hp [373 kW]. 480 km is the maximum distance that the M270 MLRS travels with a full tank of fuel, and the maximum speed it can develop reaches 64 km/h [39.8 mph].

Karnataka is set to introduce a new online referral system, starting June 1, for seamless referral of patients to secondary and tertiary treatment. Currently, health centers manually fill out a pre-printed form.

The old process would eat into doctors’ time and also cause inconvenience for patients. However, with the new Online Referral System (ORS), the process will become hassle-free and avoid fraud.

The online portal is implemented under the Ayushman Bharat-Arogya Karnataka (AB-ArK) program.

From June 1, doctors and identified nodal officers in health facilities are to start referring patients through the arogya.karnataka.gov.in website.

The new web portal will be rolled out in May and public health facilities will need to use the platform and get familiar with it, but offline referrals will also be allowed if there are any issues in the process due to the process not being familiar. However, after June 1, manual recommendations will no longer be accepted.

All doctors and staff have been asked to train before May 15.
